The State Food and Drug Administration (SFDA) issued on October 31, 2005 Requirements for the Distribution of Narcotic Drugs and Psychotropic Drugs (Interim), which took effect on the date of its promulgation.

The Requirements comprise five chapters: general provisions, designated distributors, purchase and sales, management and supplementary provisions.
