Regulations on Management of Vaccine Circulation and Inoculation (No. 434 Decree of the State Council) will go into effect on June 1, 2005. The State Food and Drug Administration (SFDA) issued a notice on May 24, 2005 to better implement the regulations:

1. Promote and implement the regulations;
2. Implement a strict access system for drug wholesalers to distribute vaccines;
3. Strengthen the supervision of vaccine circulation;
4. Increase the requirements for packaging and labeling;
5. Improve the system for abnormal reactions to the vaccination.
