To strengthen drug supervision and promote the development of modern logistics for drugs, the State Food and Drug Administration (SFDA) has recently proposed the following ideas to food and drug administrations at different levels.
1. Food and drug administrations at different levels should increase their awareness of strengthening and developing modern logistics for drugs and modernize drug commerce, transform current drug circulation situations and standardize China's drug circulation order by implementing modern logistics for drugs.
2. For enterprises that newly apply for drug wholesaling operations, access prerequisites of modern logistics for drug wholesalers should be met in accordance with Provisions for Drug Supply Certificates and Good Supply Practice.
3. Drug wholesalers with modern logistics support are encouraged to merge, restructure and jointly develop their businesses, promote standardization and grow bigger and more powerful.
4. Powerful companies with modern logistics infrastructure and technologies are encouraged to provide third-party logistics services to licensed drug companies.
5. Companies with modern logistics support are encouraged to take part in delivering drugs to rural areas, centralizing delivery in larger scale and wider areas and operating chain drug stores in the process of constructing the "Two Networks" in rural areas.
6. Information technology (IT) application should be strengthened to equip modern logistics service providers with advanced management skills and means.
7. To promote the development of modern logistics support for drugs, active, reliable and cautious principles should be adopted for pilot projects. Based on acquired experience, the SFDA will also help standardize the development of modern logistics for drugs.
